Find a place. Like this:

Look at the bottom of the page for the WOE ID. You can click on that or just use the WOE ID.

http://www.flickr.com/places/info/2458833

That tells you the bounding box and centroid in lat/lon.

For New Orleans it's 

lat=29.9537
lon=-90.0777

I'll also use

radius=5 // (km) that's the default

I could also directly use the WOE ID.

Using www.epochconverter.com I found the 5 hours surrounding midnight New Year's Eve:
