SWU Policy Clarifications

Star Wars Unlimited Policy Clarifications

Revised Policy Clarifications Page to be used with new CEG policy document as of 2025-12-09.

Revisions and Clarifications

These clarifications have been updated to have changed wording, and the meaning of the language will change or language was missing and has been added back in. In some cases, the intention has not changed, but typing errors or formatting errors lead to this policy being published. Some of these revisions also come from experience with Star Wars™: Unlimited limited events, which did not exist when the policy was initially written.

TR Section 4

  • Page 21 - Section 4.1.2 - This section should have a paragraph for stamped cards for Competitive and Master tier drafts. “Some Competitive and Master-tier Limited events may use cards marked with a stamp for tournament integrity. Cards marked in this way for use in a Competitive or Master-tier tournament are legal in all events.
  • Page 22 - Section 4.2 - One of the sub-bullet points reads “- Sleeves with highly reflective backs and holographic fronts are not permitted.” and should read “- Sleeves with highly reflective backs or holographic fronts are not permitted.”

TR Section 7

  • Page 39 - Section 7.6 The last sentence in the fourth paragraph reads “If they have not gained strategic information, the judge may allow them to reverse the decision of their most recent turn, but not the entire sequence.” and should read “If they have not gained strategic information, the judge may allow them to reverse the decisions of the entire sequence.
  • Page 40 - Section 7.7 the first paragraph starts with “game state must remain clear to both players at all times.” and should read ”Players may deviate from this layout only with the express approval of their opponent, and the game state must remain clear to both players at all times" (missing text has been bolded)

TR Section 9

  • Page 44 - Section 9.1.2.1 The final paragraph is cut off. It currently reads “If a player loses game one of the match, they may choose to play the same deck in game two or to play” and should read "If a player loses game one of the match, they may choose to play the same deck in game two or to play their other available deck. The winner of game one will only have one available deck to play." (missing in bold)

TR Section 10

  • Page 51 - Section 10.5 The final paragraph is cut off. It currently says "Despite not being paired by seed, the player with" but should say "Despite not being paired by seed, the player with the higher seed chooses which player starts with the initiative for game one of each match." (missing in bold)
  • Page 52 - Player Seating is Assigned Randomly - graphic is mislabeled. Seat one should be opposite seat 8 and playing vs. seat 5. Two should be opposite seven and playing six. Three should be opposite six and playing seven. Four should be opposite five and playing eight.

TR Appendices

  • Page 55 - Appendix D Second paragraph is cut off at the beginning. Currently reads "d to use these rounds." Should read "Official Competitive and Master Tier events are required to use these rounds." (missing in bold)

CPG Section 2

  • Page 58 - Section 2.1 Last paragraph is cut off at the beginning. Currently says "powered to deviate from these guidelines." and should say "Only the Head Judge of an event is empowered to deviate from these guidelines." (Missing in bold)

CPG Section 3

  • Page 66 - Section 3.1 - The third paragraph under philosophy says “Some abilities include the phrase 'may' or 'up to’. These abilities are optional and do not have to be resolved, and a player does not have to remind their opponent of these abilities. ” This erroneously includes the entire ability of cards like Grand Moff Tarkin (SOR 084) and Ezra Bridger (SOR 192), as well as bounties. This language should be updated to say "Some effects use phrases like 'may' or 'up to,' indicating that those parts of the effect are optional and do not need to be performed. A player does not have to remind their opponents of these optional choices, except when the decision is made by a player who does not control the effect.
  • Page 67 - Section 3.1 - The first paragraph in the remedy reads “The judge should ensure that resolving the effect now wouldn’t have a significant impact on the state of the game.” and should read “The judge should ensure that resolving the effect now wouldn’t have a significant impact on the decisions that players made since the error occurred.
  • Page 69 - Section 3.3 - The fourth paragraph in the remedy currently reads “If a player has combined cards from two or more zones into a single set, the combined group of Hidden cards is revealed to their opponent. The opponent then determines which cards are returned to each zone, ensuring that the number of cards in each zone matches the pre-infraction state. The cards are returned to the designated zones accordingly.” and should be the following two paragraphs:
    • If an operation involving the cards in two or more sets (such as revealing a card of a specific type or discarding a card from a set, followed by drawing a card) was required and a player combined the sets of cards prematurely, the player reveals the combined set and the opponent determines which cards belonged in each of the initial sets. The player then performs or re-performs the necessary operation on the repaired set. If recreating the initial sets would be too disruptive, leave the game as is.
    • If a player has put excess cards into a set of cards, the set is revealed to their opponent. The opponent then determines which cards are the excess cards. The excess cards are then returned to the appropriate zones, ensuring that cards in each zone match the pre-infraction state.
    • The first paragraph is new, to cover situations where a player performs actions out of order, so there is no “excess” card - ie they are supposed to discard a card, then draw a card, but draw a card then discard a card. It also covers situations where a player is supposed to reveal a card that they draw, but they don’t. For example, AP plays “Convene the Senate” and doesn’t reveal either card, but reveals two officials. NAP selects two cards from APs hand to treat as the cards that AP drew from Convene. If they’re officials, the game proceeds. If they’re not officials, the set is combined with the six cards on the bottom of the deck, and AP re-resolves the effect.
    • The second paragraph is refined and updated.
  • Page 69 - Section 3.3 - A new example should be added
    • F) A player draws seven cards instead of six for their opening hand
  • Page 70 - Section 3.4 - Mulligan Error is convoluted and can be exploited. It should be reworked. The reworked passage is below. Example A (A player draws seven cards instead of six for their opening hand) should be moved to Hidden Card Manipulation Error (Section 3.3)
    • Definition
      • A player takes a mulligan when they are not permitted to.
      • If a player has excess cards in their hand, whether the game has begun or not, it is treated as a Hidden Card Manipulation Error, even if the error is derived from incorrectly drawing their opening hand. If a player has insufficient cards in their hand after the game has begun, it is treated as an Innacurate Mandatory Ability.
      • Unintentional errors that provide no advantage, such as taking a mulligan early, or drawing insufficient cards, but realizing before the game has started, are not infractions. If the opponent can confirm that the player hasn’t seen the faces of the cards and there are excess cards, excess cards can be selected at random and shuffled back into the deck. Because the card faces haven’t been seen, no potential advantage has been gained, and no infraction should be issued.
    • Philosophy
      • A player who takes a second mulligan or changes their mulligan decision after gaining strategic information has gained a significant advantage that can not be easily mitigated.
    • Remedy
      • Forcing the player to draw a new hand does not mitigate the advantage, allowing the opponent to select the player's opening hand is too disruptive, and reducing the player's starting hand size is arbitrary. Consequently, if a player takes a mulligan that they are not allowed to take, the game can not be reasonably remedied.
    • Penalty - Game Loss
    • Examples
      • A. The Active Player chooses not to take a mulligan and then changes their mind after their opponent chooses to take a mulligan
      • B. After taking a mulligan, a player shuffles their hand into their deck to draw a third opening hand
  • Page 71 & 72 - Section 3.6 - The Philosophy Section should be expanded with “If the opponent has taken an action after the error, they implicitly accepted the incorrect game state, and should be considered for Mutual Responsibility Error. There are some cases where it is considered to be an Illegal Gameplay for that player. This is frequently the case when the opponent controls the effect that made the action illegal, or if the opponent gave the player an illegal instruction. For example, if the opponent controls Qi’ra (SHD #202) and the player did not pay the additional resources to play the named card, both players are responsible. If a player controls a Sentinel, they are responsible for ensuring that their opponent makes legal attacks. Similarly, if a player plays Waylay (TWI #226), and their opponent puts the chosen unit into their discard instead of their hand, both players will have committed Illegal Gameplay.” (The bolded text is new. The italicized text should be removed from the final paragraph of the Remedy section and added to the Philosophy section.)
  • Page 72 - Section 3.6 The remedy is missing language regarding a “leave as is” solution. "If rewinding or resolving an action now does not address the error without causing more disruption, the judge should consider leaving the game as is." should be added as a new paragraph, between the second and third paragraphs.

CPG Section 4

  • Page 75 - Section 4.2 - Recommend adding a new example
    • D. A player is playing counterfeit cards, and is not aware that the cards are not authentic.
  • Page 75 & 76 - Section 4.2 - The downgrade should be moved to match other infractions.
    • [Moved to between Penalty and Examples] “Downgrade: At a Competitive tier event, if this is the first time during the event the player has committed this infraction and the player called attention to their own error, instead issue a Warning.”
    • [Moved Into Remedy from Downgrade] “If the downgrade is applied, first, locate any cards missing from the deck (frequently with the sideboard) and any incorrect cards in any zone (often the hand or deck). Reveal those cards to the opponent. That player chooses which missing card replaces which incorrect card, if appropriate. If there were more incorrect cards than missing cards, cards not in the deck are replaced first. After this process, if the deck is still missing cards (and the player does not have replacements), cards from the sideboard are selected at random and added to the appropriate zones. For a limited event, begin with cards that match the aspects of the leader and base. The decklist should be edited to note these changes. These changes to the deck and decklist can be undone with no further penalty if the player finds appropriate replacements, either partially or fully. If there are cards not in the deck that need to be replaced, they are replaced by cards in the random portion of the deck. This downgrade does not apply if the opponent may have made decisions based on the presence of incorrect cards.”
  • Page 76 - Section 4.3 - A new downgrade should be added
    • Downgrade: In a limited event, if a player does not register a leader or base, and there is only one combination of leader and base among cards they opened that match the aspects of the cards registered in the deck, the Head Judge may choose to downgrade to a Warning.
  • Page 78 - Section 4.5 - The sentence in the Remedy section “Once a Floor Judge has witnessed the slow play, they can issue the “play more quickly” reminder alongside a Tracking Penalty.” should be moved to Philosophy and rephrased as “If a Floor Judge has concerns of slow play but believes the behavior does not cross the line, they can issue a “play more quickly” reminder alongside a Tracking Penalty, instead of a Slow Play infraction and a warning.
  • Page 78 - Section 4.5 - A new sentence should be added to the Remedy. “If a Warning or Game Loss is issued for Slow Play, in addition to the appropriate time extension for the call, the players should receive one additional action phase during overtime. This additional action phase is not applied if the match has already begun overtime.
  • Page 79 - Section 4.6 - The paragraph in Philosophy should have a sentence added at the end. “A spectator pointing out Gameplay Disruptions or mandatory game actions is not Outside Assistance, but they should be encouraged to call for a judge instead of intervening directly with an ongoing match.
  • Page 80 - Section 4.8 - The second paragraph in Philosophy should be clarified and expanded slightly. It currently reads “A player improperly marking cards during card pool registration or during deck construction is not a Limited Procedure Disruption as long as it is caught before the end of deck construction.” should read as “A player improperly marking cards during card pool registration or during deck construction is not a Limited Procedure Disruption as long as it is caught before the end of deck construction and can be verified.

CPG Section 5

  • Page 84 - Section 5.2 - An additional upgrade clause to match the one in Minor USC should be added. “Upgrade: If the infraction occurs on a stream or on a recorded match, the penalty is upgraded to a Match Loss.
  • Page 85 - Section 5.5 - The first sentence in Philosophy should be expanded with, “Players are allowed to discuss the game state, including Open and Game Information, and can reveal Hidden Information that they legally have access to. Players can use this information to determine if they want to concede, but can not ask their opponent to concede.” This clarifies policy to match previous iterations of documents.
  • Page 86 - Section 5.6 - The second paragraph of the definition should be extended with a new sentence. "A player who asks their opponent to concede is attempting collusion."
  • Page 86 - Section 5.6 - Philosophy should be expanded with a new paragraph. “Sometimes players are unaware that these actions are against the rules. While this does not change the impact of bribery, wagering, or two players actively colluding, it means that there’s an opportunity for education for players who inappropriately ask their opponent to concede.
  • Page 86 - Section 5.6 - Refined with new downgrade
    • Downgrade: A player who asks their opponent to concede and is unaware that it is against the rules receives a match loss. This downgrade only applies if there was no offer or additional conversation regarding the match outcome.
  • Page 87 - Section 5.7 - Philosophy should have a new paragraph added. “The Head Judge does not need to prove intention or have the player admit to cheating in order to issue a disqualification for cheating. After their investigation, they must only be reasonably certain that the player has met the criteria for cheating.
  • Page 87 - Section 5.7 - Recommend adding a new example
    • G. A player is playing counterfeit cards, and is aware that the cards are not authentic and that they are not allowed in the event.

Wording and Grammar (Unchanged Meaning)

These clarifications do not change the meaning and are mostly missing commas, but are occasional spelling errors and miscellaneous formatting errors.

  • Page 2 - TR Section Header 5.1 “Round Types” is missing
  • Page 2 - TR Section 5.1.1 “Swiss Rounds” is indented further than other section headers
  • Page 2 - TR Section 5.2.4 “Round Time Limits” is indented less than other section headers
  • Page 3 - TR Section 8.2 Header is “Bribery, Collusion, and Wagering” and should be “Bribery, Collusion, and Gambling” this is also incorrect on page 40, in the TR itself.

  • Page 40 - Section 8.2 the header is “Bribery, Collusion, and Gambling” and in the CPG it is referred to as “Bribery, Collusion, and Wagering”. This should be updated to match the CPG
  • Page 40 - Section 8.2 - The first sentence is missing a comma and should read “The outcome of a match of Star Wars: Unlimited should be determined by playing a game or games of Star Wars: Unlimited of the appropriate format, intentionally drawing, or concession.”

  • Page 43 - Section 9.1.1 The legal sets list includes release dates for Intro Battle: Hoth and Secrets of Power, which have both already been released.

  • Page 56 - Appendix D For 541-952 players, points needed for Day 2 Participation should be 18, not 21.
  • Page 56 - Appendix E The TR, CPG, and RPG have separate links, but do not exist as separate files. Either separate documents should be created, or the links removed.

  • Page 65 - Section 2.9 - The final paragraph reads better if one of the ‘and’s is removed. It should read “If a player has more missing cards than sideboard cards, they do not have a legal deck, will receive a Match Loss, and will continue to receive Match Losses at the start of each round until they find sufficient appropriate replacements to be able to present a legal deck.”

  • Page 67 - Section 3.1 - Example D reads better as “A player resolves The Emperor’s Legion (SOR #091), and returns only Admiral Motti (SOR #226) to their hand, but not a Scanning Officer (SHD #114) that was also defeated this phase” (exchange “but returns” for “and returns”)
  • Page 72 - Section 3.6 - Example A has a spelling error and should read “A player resolves Mining Guild TIE Fighter...”
  • Page 72 - Section 3.7 - The first sentence in the definition reads “A player allows their opponent to commit a Gameplay Disruption and does not call attention to it immediately.” and should read “A player allows their opponent to commit a Gameplay Disruption and does not call attention to it immediately (before they take a turn other than passing or participating in the regroup stage).
