postgres をちゃんと終了しないと.pidファイルが残っちゃって、Rails が起動しないもんだい

Rails 起動しようとするとこんなエラーでる

PG::ConnectionBad at /
could not connect to server: Connection refused

TCP/IP connections on port 5432?
