How to set standard encoding in Visual Studio to CodePage 1251 Cyrillic (Windows)

  1. Press Win + R

  2. Enter control intl.cpl,,1

  3. Press Enter

  4. Click Change systen locale...

    Region/Administrative

  5. Select Current system locale: Russian (Russia)

    Region settings

  6. Click OK
