Upgrade PostgreSQL from 9.1 to 9.3 on Ubuntu 12.04

This is exactly what I need to do, but not getting very far with these instructions.

postgresql is downloaded to:
/usr/share/postgresql/9.3
/usr/include/postgresql/9.3

any ideas?
