Setup sentry on Ubuntu 16.04 server

sentry config generate-secret-key
# get the secret key!

SENTRY_CONF=/root/.sentry sentry upgrade

line 4 must be start with "sudo"

postgresql-server-dev-9.3 giving error on Ubuntu 16.04.2 LTS (GNU/Linux 4.4.0-1020-aws x86_64)

@cizmelikedi you must use postgresql-server-dev-9.5 on Ubuntu Linux 16.04
