Line 13 - I used pip3 instead of pip and works like a charm.

same for me, Not sure why I was unable to use any of the AWS documentaion
Ubuntu 20.04 LTS. Pop_OS
sudo apt-get update

pip -V
pip 20.0.2 from /usr/lib/python3/dist-packages/pip (python 3.8)

EB CLI 3.20.2 (Python 3.8.1)
