PHPUnit_Framework_Assertのメソッドはスタティックで定義されているため、
「オプション」>「エディタ」>「コード補完」>「PHP」>「->の後の静的メソッドも同様」にチェックで補完されるようになる。

環境は NetBeans 8.0.2 ですが、7系のころからこの現象には悩んでいたり。
