Ok so I was able to open the launcher, but when i look at steam the file is
not running.
Looking at BDO in Steam I can still hit the "Play" Button instead of the
button appearing as "Stop".
Is it the same for you? Let me know once you are able to test it.

Just place the .bat file next to the launcher .exe, and it should be fine.
Replace "Black Desert Online Launcher.exe" with whatever the file name of
the launcher is.
I am no longer running Windows, so I can't test this for you at the moment.

Have you tried launching the game nonetheless?
Does it really matter what Steam detects as long as the game runs?
Yeah, running the game without it being tied to steam will cause the game
to not be able to find my account.
Even when you try to look for your account in the main blackdesert website
it's not there.

Still works like a charm even on steam. Just replace the start name with what the file name currently is for example for me I had to replace
"Black Desert Online Launcher.exe"
with
"BlackDesertLauncher.exe"
