yes same problem for me also. but I am getting error code: 503(which is server side error).is there any information that it is blocked.can I know?
http://mirror.amuksa.com is also available. It is operated in South Korea and shows fast speeds.
Just use official mirror (which will match fastest mirror depend on your location automatically) or try this on 2019.2:
