For the Integration part is most likely used proof of concept solution. There is assigned a manager of this POC and his responsibilities are:

If needed create team of developers that are going to implement POC
Assign (if needed) testers that are going to test the POC
Define API that Polarion is going to use and how it's going to use it
Implementing POC according agreement with PM
Ensuring that technology integration is fully tested with unit tests. That there is not risk in future development 
Demonstrating POC to PM (developers, stakeholders, etc.) 
Concluding if the technology might be used in future Polarion development
Create report how POC was implemented and/or tested

Future more the manager of this POC is responsible for:

Selecting the best technology from other POC's from different technology suppliers (if more technologies are tested for the same problem domain)
Creation set of recommendation what the team needs to be beware of in future implementation with selected technology.
Periodically reviewing  the technology progress and informing the team/PM about changes and posible improvements in Polarion product. 
Conniving others that this solution is the best on the market and will fits the best our needs.
