Steps to enable cgroups v2 in centos 8, fedora

enable-cgroups-v2-centos8
1. Edit /etc/default/grub
- Append `systemd.unified_cgroup_hierarchy=1` to line `GRUB_CMDLINE_LINUX=`
2. Generate grub config file
```shell
grub2-mkconfig -o /boot/grub2/grub.cfg
```
3. reboot

  2. Generate grub config file
