SN78 seven-day bootstrap service-weight policy

Status: temporary public bootstrap profile

This policy authorizes the bootstrap_service_binary mechanism on Finney SN78, MechId 0. It does not activate ASL translation scoring, create a translation leaderboard, or receive Section 14 activation credit.

The activation-to-sunset interval is exactly 50,400 blocks. No new bootstrap commit may be included at or after the commit-stop block. The final 1,440 blocks are reserved for terminal clearance. At hard sunset, service weights become inactive and the root-controlled subnet-emission flag must be disabled.

Only miners with a successful replayable public_endpoint pilot may enroll. After this policy is public, each miner must sign a policy-bound opt-in with the same hotkey named by its pilot. The coordinator then freezes one declared-complete eligibility manifest. Every eligible UID receives raw u16 weight 65535.

The bootstrap is pending until the SN78 owner finalizes WeightsVersionKey = 1, all legacy MechId 0 pending entries and active rows clear, a permitted validator submits the signed manifest through CRv4, and a public terminal bundle proves the exact row was revealed and applied. Const/root may consider restoring subnet emission only after that applied bundle is public.
