How open cleveland survives without govt support: 

minimal open data;

(mayor has relatively strong power; 
councilpeople generally don't rock the boat);

or constituent services in their ward;
(spends little time on policy development)

- facilitated Transit App to scrape the RTA before that had released the real time data.

- teaching people what open data is; most people that we talked to had no idea of what civic technology or open data is 
(it's better 4 years in...) (we've met 2 officials who have - brian cummins and jill miller zimon); 

- teaching the non-profit community at data days; 
(many govt employees had requested b/c it had taken them so long);

Changing culture slowly? 
- were able to get city council to give $25k for a civic tech app pitch competition
