First download it manually:
wget https://dev.mysql.com/get/mysql57-community-release-el7-11.noarch.rpm
Then install it from the locally downloaded file:
sudo yum install mysql57-community-release-el7-11.noarch.rpm
I had the same issue last week. Not sure why yum can't download it

It worked for Amazon Linux 2023.
