You have something like "[WARNING] Could not draw graph "/var/lib/munin/cgi-tmp/munin-cgi-graph/" in your /var/log/munin/munin-cgi-graph.log ???
Check the directory permissions!
ls -l /var/lib/munin/cgi-tmp/
shows something like
