Using nerdctl instead of docker for VS Code Dev Containers

Assumes rootless containerd, nerdctl and dependencies are installed via https://github.com/containerd/nerdctl/tree/main?tab=readme-ov-file#install

Verify buildkitd is setup appropriatlely via https://github.com/containerd/nerdctl/blob/main/docs/build.md

Update the following VS Code Settings accordingly:

dev.containers.dockerComposePath:nerdctl compose
dev.containers.dockerPath:nerdctl
dev.containers.dockerSocketPath:/run/user/1000/containerd/containerd.sock
