try this:

$ ln -sf /usr/local/opt/openblas/lib/libopenblas.dylib  /Library/Frameworks/

also see:

$ brew info openblas

Error: homebrew/science was deprecated. This tap is now empty as all its formulae were migrated.

Just brew install openblas , it will work
