After getting this error:

There was on error while executing VBoxManage, a CLI used by Vagrant for controlling VirtualBox. 
The command and stderr is shown below

Stderr: 0%...

Solution

sudo launchctl load /Library/LaunchDaemons/org.virtualbox.startup.plist
