Fix: "manpath: can't set the locale; make sure $LC_* and $LANG are correct"

## Problem 
When login in, the shell prints:
```
manpath: can't set the locale; make sure $LC_* and $LANG are correct
```

## Solution
```
sudo locale-gen "en_US.UTF-8"
sudo dpkg-reconfigure locales
sudo echo "LC_ALL=\"en_US.UTF-8\"" >> /etc/default/locale
```

# echo "LC_ALL=en_US.UTF-8" >> /etc/environment
# echo "en_US.UTF-8 UTF-8" >> /etc/locale.gen
# echo "LANG=en_US.UTF-8" > /etc/locale.conf
# locale-gen en_US.UTF-8

That would change my locale variable to all use en_US.UTF-8, which would be incorrect for me.
