It was last updated on 2023, Aug 6 at or around 1325 EDT. The awesome-lemmy-instances repo has a comparison of different Lemmy instances in a (non-sortable) table that has some server stats (rough user count, lemmy version, federated or not, blocked instance count, etc) as well as some of the things allowed at those instances (e.g. can new users register, can they downvote, can users post NSFW content, etc)
Last, there's also a downloadable csv file in the awesome-lemmy-instances repo so those that know how to work with spreadsheets, you can probably figure out how to sort that without too much trouble. Hint: in the completely free and open-source LibreOffice Calc program (Windows/Mac/Linux on website), you can select the header/column-name row then from the menus choose Data > AutoFilter. This will add drop-downs for each column that allow filtering or sorting by values in that column. There are also Android/iOS versions on their respective app stores but idk the process for creating sortable columns on those. Same thing can probably be done in Excel / Google Sheets but I don't use those so figure it out yourself

- If you're interested in contributing: instead of gatekeeping and censoring certain alternatives, I would suggest thoroughly labeling all alternatives (or using a similar filtering system). Your first two options are for sites that closed down quite some time ago. I also have not been able to access notabug.io (number 11 in your list) for quite some time (since at least Jun 12) and suspect that it may be down as well. Might also consider adding a note that number 7 (tildes) is invite-only rather than open to the public.
