This helps in Ubuntu 10.04

tar zxvf js-1.7.0.tar.gz
cd js/src
export CFLAGS="-DJS-C-STRINGS-ARE-UTF8"
make -f Makefile.ref
JS-DIST=/usr make -f Makefile.ref export
libmozjs doesn't exist in 10.04 so you need xulrunner
Then:
./configure --prefix= --with-js-lib=/usr/lib/xulrunner-devel-1.9.2.6/lib --with-js-include=/usr/lib/xulrunner-devel-1.9.2.6/include
