I finally found the file in the registry that got rid of the notifications if you have a CSR Harmony Bluetooth dongle installed:
HKEY_LOCAL_MACHINE\SOFTWARE\Cambridge Silicon Radio\Harmony\Default
double click OSD
set value to 0
restart pc
no more caps lock on / off notifications for me!
