same here
Ran into this a few hours ago, it must be from some updated gems. This is a Gemfile.lock from a project several days ago that can still run migrations. I copied it into a newer project and sure enough, it fixed it.
Update:
I just narrowed it down to the arel gem, use gem 'arel', '6.0.0.beta2' and everything should work. You might need to do a spring stop too.

This bug is now resolved in rails 4.2.0.rc1... Yay. 😃

I got the same exact error, after upgrading to 4.2beta4. Any ideas what caused this error?
