LiveKit Cloud SIP bridge audio-dropout reproduction

Reproduces the audio corruption discussed in livekit/sip#724 (see also #608, fix candidate #727): audio published into a LiveKit room and routed through the Cloud SIP bridge to a Twilio Elastic SIP Trunk arrives with a large fraction of samples replaced by near-silence, while RTP transport metrics stay clean (zero packet loss, no timing drift per Twilio Voice Insights).
