A solution to the problem is to change stack.
Run heroku stack:list in your rails 3 application

The output may look something like this:

  • aspen-mri-1.8.6
  • bamboo-ree-1.8.7
  • bamboo-mri-1.9.1 (beta)

You can switch between stacks by running
heroku stack:migrate one_of_the_stacks_in_the_list

I my case bamboo-ree-1.8.7 did the trick.
If that's not the case for you, try bamboo-mri-1.9.1 or newer.
