貴重なpythonスクリプトをありがとうございます。
使っておられるpythonのバージョン違いかもしれませんが、こちらはUbuntu14.04LTS上での2.7.6を使用しております。
そのような状況下で、漢字込みのcaptiondumper.pyを読みに行きますと、

とのエラーが出てまいりました。
コメント部分を全部削除いたしましても、同じエラーが出てまいりますので、もし解決策あらばご教示ください。
追伸
を入れ、aribgaiji.pyを同じフォルダで入れてみましても、下記のエラーが出てまいります。
